In my interpretation those lyrics aren't only aimed at fellow idols but also all people in general:
Many of us feel like shit about ourselves on a daily basis. Having widespread fame and a great career doesn't necessarily help with that.
She tells us that it is the people close to us that see the aspects of ourselves we fail to recognize and love us because or despite of them.
We may not be world renown but to those that truly love us "we are their celebrity".
Realizing that and trying to see ourselves through their eyes can help us learn to love ourselves more.
Until we can eventually say "You are my celebrity" to the person we see in the mirror. Like IU does towards the end of the MV.
