Yes puppy is willing itself to die. I would get down on the floor with little kisses & love so it’s not alone in it’s grief, trying to bring squeaky toys in to help snap it out of its spiral to bring some happiness back. I would enlist a vet & the food I’d give it would be a high calorie dog weight gain goo they sell where feedings are measured & many times day & night until weight is put on. But you have to cuddle, love & try to get it to play sweetly & gently coercing & distracting it into attaching to you & surviving. It can be done. I’d also not wipe its mouth on my shirt, you’re awesome for doing all you can though. In this stage it’s life is balancing on a wire. You can turn it around with the high calorie gel, bits of water often along the side gums, massaging the neck softly until it swallows & gotta pep it up gently with whatever it responds to (affection, toys, another animal, etc). I know with kittens you should notfeed them milk at first- they need sugar water to stop them going into shock. Definitely go to the vet for IV fluids & a full check up. The puppy is very weak & needs professional help.

You can't feed them with a bottle that doesn't work.The nipple is hard plastic he can't use it.They should go to a vet or get expert advise I admire his desire to help but he needs more information

Force feeding can cause food in the lung. Baby needs to be warm before feeding. This Lil guy doesn't look well friend. Please seek help
