Generally speaking, the tactical decisions fall to the secondaries and Captain from that point on. However, some leagues allow the coach to stay in touch with his secondaries using a headset as long as he is not on the field or anywhere near the technical area. Like ReTerK said, basically once the kicking foot is in motion, it must stay in motion. You can stutter (feint) during the run-up but not during the kick. Otherwise, what you saw would happen every time -- the kicker fakes a kick, sees which way the goalie dives, then kick the opposite way.
