Generally speaking, the tactical decisions fall to the secondaries and Captain from that point on. However, some leagues allow the coach to stay in touch with his secondaries using a headset as long as he is not on the field or anywhere near the technical area. I hope that helps clear things up a bit.

Like ReTerK said, basically once the kicking foot is in motion, it must stay in motion. You can stutter (feint) during the run-up but not during the kick. Otherwise, what you saw would happen every time -- the kicker fakes a kick, sees which way the goalie dives, then kick the opposite way.
