- A growing number of American cities are ticketing or arresting homeless people for essentially being homeless. The new laws ban behavior commonly associated with homelessness like reclining in public, sharing food or sitting on a sidewalk.
Supporters argue these measures are necessary to push homeless people into the shelter system and maintain public safety. Critics say the laws violate the rights of homeless people and ignore the more complicated drivers of homelessness like mental illness.
We found homeless people camping in the woods to escape police harassment, a homelessness consultant opposed to feeding homeless people and a city that uses solitary confinement to force homeless people into shelters.
VICE News began its investigation in Boise, ID, where a group of homeless people have filed a federal lawsuit challenging the constitutionality of these laws. Their case could change the way homeless people are treated across the country.

+VICE News It's already illegal for anyone whether you are homeless or not to stand or sit in one place "too long" other than on your "own property." What is happening is that the Government is trying to corner as many people into apartments and single cities as possible, which is unhealthy and unnatural. This is why moving away from the big cities is also too expensive, because regardless of what may be thrown around, most Americans ARE NOT home owners. We are all in makeshift prisons. We don't even truly own the land we purchase, because all the government has to do is claim eminent domain and take all you worked for away.
That's not the government owning those apartments it is well to do Americans owning them. What you are describing is a capitalist based society preying on the misfortunes and impoverishment of individuals. You have to have an income to have housing of any kind.
Homelessness is not a criminal or even housing issue. It's a social political economic issue and it is getting worse by the growing day; I know because I've been there.

For those curious, Janet Bell et al won their lawsuit, which was upheld when the US supreme court refused to hear the defense. Some good news in all this.

Anthony Pasquariello I believe that real solutions can be found in such fields as Psychology, Sociology, and Economy which are in large part being overlooked. Likely because they don't bring in lots of money for rich people or people in power, who own land and make the rules for what types of buildings are allowed and what goes on in those buildings.

The more homeless they can show on the books the more money they can receive. so if a state can show that they have 20,0000 Homeless and they get $10,000,000 for the programs they have for the homeless why would they want to end Homeless in their state when they can keep getting money for every homeless person they have. I'm actually curious if back in the prehistoric era were there cavemen that were capable of hunting and gathering but were had issues besides physical injuries that kept them from being an essential productive contributing member. And were they taken care of by the more capable. Or were those that sustained serious physical injury and couldn't hunt and build were taken care of as well
It's funny how homelessness is a "crime" but affordable housing is impossible to find. Maybe if a single months rent didn't cost half a months or a full months pay just to sleep.

If they arrest the poor for being poor, that's unconstitutional, but if you give them a a ticket, then its not because they are poor, its because they can't pay the fee, which is constitutional. Its not meant to make sense, but be a loop-around so cities can punish the poor but make it seem legally constitutional.

Boise pushed me and my wife out. They won't even let you live in your car with a trailer. The people from California moved in jacked up the rent and pushed everyone with low income out.

I was homeless a month ago...sleeping in my truck. Unbelievably i found employment and the owner lets me stay on the property in a 31ft trailer. 70 a week. I should have enough to get an apt. In couple months. I was never homeless in my 49 years...it can happen to anybody.

I've been homeless since I was 17, I'm 29 now, I'm going to college for Child Psychology and work part time at Red Robin. I pay for motels when I can afford it and shower at Gyms. I haven't given up yet.

With all the natural disasters taking people's homes,there are more homeless people recently. If a natural disaster ever hits Boise,I wonder if they'll put themselves in prison for not having a home anymore lol
In the time that I've been homeless, I've never tossed trash onto the ground. No matter what, I've keept it contained and properly desposed of. There's truely no excuse for throwing trash on the ground, or refusing to wash, up to some degree, there is not usually running water but, it doesn't take much, a few table spoons to wash with. Can wash clothes a few at a time in a restroom sink, añd line dry. It's when people over crowed and disrespectfully make messes, and unreasonable noise, that draws negative attention to them selves.

I think they are depressed. I have thought 💭 that, as well. When we would run out of sponge bath kits in the morning, the hospital would use ziploc bags essentially w soap 🧼 & water 💦 & heat up briefly (only for patients who couldn’t get a shower briefly). You can get water in a bathroom or free somewhere-I think that is what gives them such a bad stigma.

Hardest part of being homeless is appearing that you’re not homeless
You got to put up an act and meet people's expectations like employers and friends. People asume you're mental or evil but really they seem more like the evil ones because they trying to stop you from surviving and getting out the gutter. You got homeless people asking you for money or you have to hear a rude fatass throw a tantrum because you wouldn't lend him some gas money .You got cops harassing you. You get strangers and friends making fun of your nappy hair or smell when it's really not a funny situation at all. You really learn who are the real crazy and evil people instead of lending a hand people rather make stereotype assumptions of you and snitch on you making it even harder to get out. It gives you an NWA type of attitude especially if you working a job you have to deal with customer service and got to hear people be smart asses, complain about nonsense and tell you you should smile more "it's not that bad" coming from a white ladys mouth.
The cops harassing you is the worst part. I tried to sleep in my truck at the lakefront,a cop spotted me and pointed his spotlight in my truck until I left. All the while I could hear him laughing about it. Sick world we live in

I became homeless after a car accident, SSI isnt enough. I lost my apartment and I could not work anymore due to my injuries, it can happen to anyone.

I live in California's bay area where I live paycheck to paycheck. If I was ill or seriously injured, I could be homeless in within months. That said I live in gratitude and sympathy 🙏
I'm homeless. I bought an R.V. Its hard to find a place to park. But people still dislike us who live in a R.V. Everyone can't live without a shelter or with out a bathroom and a shower.

Pilot/Flying J/Loves are one of the major truck parking providers out here. (I'm in the Midwest)
They're usually free, unless it's a "reserved" parking via online reservation.
Throughout many of the interstates, there are free parking at the rest stops/oasis. Most usually are equipped for rv's septic draining & whatnot. Ohio interstate rest stops are equipped with free showers.
I reside in Illinois. And although the signs at the oasis will state that the parking is for couple of hours, but I've seen many people sleep/live out of their cars for days. The state police will generally leave them alone.
But anytime you search for parking, if you're using Google, then search "truck parking" for better results.
"Trucker Path" is a good app to find parking & rest stops.
Also.. there are apps where you can work for a shift here & there. "Steady" is a popular app for that. (Just fyi...)

There is now a program in Albuquerque for "micro-homes." I think it's pretty well conceived. The homeless get a tiny house (basically, a cubby with water, electricity and a place to cook and eat) with an address. I think the address is the most important part. They can fill out the address portion of the application so it won't count against them. That's a good step towards getting a job and ending homelessness.

Dead Parroting jobs don't pay enough
I've seen a few videos that highlight this sort of micro housing neighborhoods in Oregon and Nevada and Washington. Some are one bedroom loft style homes, and others were like nice mobile sheds. They can be really cheap (some under $10k) to build and are often a launching point for the homeless. Like you said, a permanent address on their resume. Often the people living in these homes are required to go to school to update their working skills or participate in an employment programs. They are tough to take root in cities as city zoning laws often make it difficult for this sort of housing. It's another option besides shelters, tenements, and government apartment complexes.
It also eats up a lot of resources to build these homes, and they take up a lot more space than, say, a mattress on the floor. Regular shelters have a hard enough time getting funding and space. This is a great idea, but I think you're trying to solve the wrong problem.
Lets reward people who do nothing with free housing while people working for minimun wage cant even afford housing. You obviously have never struggled or you wouldn't assume to hand out homes to worthless people.

After a camping trip, I came home feeling very strongly that every city needs dedicated campgrounds for unhoused people with flush toilets, hot showers, potable water stations and dishwashing stations, picnic tables and fire rings. In my town you could sleep fairly comfortably in a tent for at least 3 seasons. It would be better than sleeping on a sidewalk or having to camp in a park or a river bottom. I think people deserve to have a place to go where they are safe and have access to basic facilities and I think that would be one very practical way to provide it.

No. Camps are usually in the woods. I know for a fact that homeless people trash the places they stay. I'd hate to see nature suffer because most homeless people don't know how to use trash receptacles. They should be granted access in abandoned or closed schools, gymnasiums, etc, and given strict rules that they have to leave if they are messy and don't act civil. ❤

Reminder that when Rudy Giuliani was NYC's mayor he pushed for laws intended to make it as difficult as possible for the homeless to remain in the city, arguing that people have the right to not see homeless people.

Guliani cleaned up NYC. i lived there before and during his being mayor. Times Square and the subways used to be over-run by homeless and smelled like urine and were scary places. He cleaned them up within 4 years. I hope he used some of the increased tourist money to help the homeless, but no one deserves a free ride. Jobs are good for humans both physically and mentally. I hope he helped them work. I know there was a neat arrangement that began after I moved there to allow the homeless to sell major newspapers on the subway and that worked really well.
The problem is there's no shanty towns. In many countries shanty towns is a need so the poor people are living together and not bothering the tax paying citizens. Its expensive to build housing, then just let them build their own living place with corrugated zinc and pallets.
@@aesyamazeli8804 so often when humans try to solve a problem by outlawing something a worse problem will crop up. when I was a kid, i once saw a small street in a poor neighborhood that was full of shanties. I am sure they were outlawed as they didn't meet code requirements. tiny homes -even if well made- are illegal in most areas unless put on the property that has a 'real' house over 900 sq ft on it. A large percentage of Americans are single and live alone. there is a shortage of oth studios and tiny homes - even a shortage of legal-size small homes (900 sq ft is the minimum in most places). But, a single person may not need 1500 or 900 sq ft, but want the quiet and privacy of a home and lawn. If you don't have kids, you usually don't need certain code requirements such as stair railings, but everyone is still required to follow them.
@ThoughtCrime I agree. Prices keep going up, but salaries for the undereducated do not. And, it keeps getting harder to find a job to hire 40 hours a week - unless it is through a temp agency.
I was homeless for almost three years and it was terrible sleeping outside we must remember that anybody can end up homeless show some compassion for the homeless

And there is the sober, hardworking and taking any chance to change their situation kind of homeless people. You are ignorant if you thinks that all people are homeless because of those three causes. Virtualy evryone can get homeless at any moment. One day you have a job, a happy family and pretty much a stable life. The other day you get sick, which results in you getting fired, medical bills you can't pay and to top it off getting a divorce. These things that screw us over in life is what is the cause of a major part of the homeless popultion, NOT only being druggy, crazy or lazy.

@al co I was there last winter and I literally walked through an entire street of people staying in makeshift shelters made of cardboard.
Unfortunately I am homeless & I have experienced being homeless since I was 15yrs old. I'm 51 now. I live & volunteer here. Sweeping, mopping the dorms & restrooms. If I could brake this cycle of homelessness I would. I'm grateful for the Flagstaff shelter services because I stay busy during the day & have somewhere to safely rest my head. @@onee I live in an actual cheap city where you can live comfortably on fast food salary, but good luck finding any apartments. Availability is pretty bad and many rentals can be large houses where you need 3 roommates to afford it.
I was homeless for four months. I bought a tent a lived in the woods to avoid danger of the streets, I was lucky I had a job at radioshack and a cheap car to keep clothes in and to go to community college. I was homeless for 2 years. Slept in the bushes in front of Labor Ready. Finally got 1 real job, then a 2nd. It was rough. Local police didn't bother Me, they actually gave me rides to work. Lady Train cop caught me on the train without a ticket and gave me $5. That was 5 years ago. Now I am in a duplex doing O.K. I want to rent out the other bedroom but, it's hard to trust people.

If you are a skilled worker, then technological advancements are only a problem when you become complacent, lazy, negligent, etc. and to stop trying to adapt or learn new skills. Even doctors and engineers can become obsolete (e.g. "dinosaurs") if they stop trying to keep up.

After living in Seattle for years it was my experience that chronic homelessness wasn't due to economic reasons but because of untreated mental health issues, substance abuse issues or both.
When homelessness is a crime , the for profit jails get filled up. All the while local officials pocket the money ment to help the problem in the first place.

I was raised in the 90's where we had nothing or close to nothing compared to the 2000's and up generation. I was raised in the streets and we're much more humble. D.A. I disagree. Being homeless is a trap if you let it become one! If you use the meager resources that welfare provides, along with using any state unemployment office, it can be done. I was homeless and did it. As far as a mailing address I used a po box, to wash, I alternated between using my local gas station and the local mall. I bought my self the necessary hygiene implements to maintain a acceptable look, did my laundry religiously, and alternated between using food stamps and soup kitchens. At that time, you would not have known I was homeless because I looked like everyone else. I had no drug habit, no drinking habit, only cigarettes, and even then, to make mine last, I would periodically ask people for cigarettes. It's hard being homeless, but it can be done if your mindset is right. If you're homeless AND have a mental illness or an addiction, it's almost impossible.

(I too would prefer living in a vehicle. Myself I do a lot of adventure and I converted my minivan and I live in it as I go through different countries... If I could be homeless I wouldn't mind living in the car. I cook there, sleep there and I managed to attach a retractable curtains on the outside of the vehicle where I can shower any time....)...

I was homeless and i can now admit why. Its a lie that we're all "just one paycheck away from homelessness". It takes at least three months of missed rent for eviction to start the process. I was irresponsible with bills and savings, living outsude my means, not chasing higher paying jobs or dreams. So i got late on rent then later then later until eventually i got kicked out. I wouldn't want someone living on my property rent-free either so i understand. I did not hustle or save to make ends meet like i should have. So, without a safety net, i lived in my car. I blame myself though. It was _my_ life choices that brought me there.
I am super responsible now. I remember that constant 24/7 stress of where to eat, sleep or go to the bathroom let alone what i was gonna do tomorrow. I refuse to go back to that place and i love my people way too deeply to be a bad role model. So now i hustle and have multiple safety nets. Life wont get the better of me again.

I was homeless for 6 months because my job closed down. I got another job but I was only getting a quarter of what I was making before and other opportunities were not happening fast enough. I ended up sleeping on the train most nights. Sometimes I would crash at a friends place and would shower at my aunt's because she always had fresh towels. Eventually I got a better job and was able to get back in my own place. Now I'm married with 2 kids and running my own business.

The sad thing is that there are enough bank foreclosed abandoned houses to completely shelter the homeless twice over and still have empty homes. There are entire neighborhoods and almost entire cities of nothing but empty rotting homes the banks own and can't sell yet won't even let anyone live there for tax purposes. I've seen the KRplus videos of guys who have made videos exploring these abandoned homes and it's just a terrible site to see all these ghosts of peoples ex hopes and dreams gone to waste. Dude i became homeless about 6-7 years ago just because i had a serious accident happen to me that nearly killed me and left me unable to work bc my left leg from the knee down i lost some feeling and most function from ky knee down, and its hard to get disability or unemployment, and even if i did get it, its still not enough, it really sucked and i was so fucking miserable and depressed bc it was hard surviving in the streets and the way some people would treat me it was disgusting and u gotta be very strong mentally to keep living bc a cpl times I contemplated suicide but luckily i never went thru with it, but thankfully a cpl years back i met this really cool old man who gave me my own apartment and pays for my needs and habits in exchange for chores and what not. Pretty lucky and very grateful for him. But it just goes to show anybody can become homeless and broke, there’s no guarantees in life and at any chance life can fall apart and leave u broken and have nothing

It's worse than you think because every one of them WILL pay. They will A) pay by spending the time in jail and it is YOU the taxpayer that foots the bill, or B) forcing them into work programs as indentured servants or C) the homeless call their family and their family foots the bill or D) they pay out of their monthly welfare checks they are already receiving. The only other option is suicide and even that pulls in money for the government.

Actually, you are wrong. I am from Wisconsin and if you are jailed and have a fine that you cannot pay, you receive $53.00 per day for your incarceration. Not all states operate this way, and some counties in Wisconsin do not do this. But, now you know. You dont have to believe me, you can Google it.

I've been living in my van for 5 years and understand the homeless problem. Most people don't want homeless around and will not help them and they will never help them. Homeless people are on their own. You either help yourself or die. I work fulltime and have money but not enough for housing.
Perhaps move to a city with lower rent?

I had friends out there I lived with but if I were to live alone I would not have made it. I moved back to where the rent is a third of what we were paying out there. Plenty of jobs as well if one isn't afraid of work.

It's all about control. Following my work in construction was easier while living in an RV. Eventually, I gave up my land home and lived in an RV full time. Not having a full time address makes things hard, so I used an address service. The government wants to nail you down to a specific location so you can be found in a moment's notice for whatever reason. While living in an RV isn't actually being homeless, the government has decided that your are because you're not tied to a specific address. Making being homeless illegal is ludicrous, yet that's the government's stance on how they will "allow" you to live!

I don't think anyone deserves anything. Providing basic human rights doesn't include making it someone else's responsibility (local government or anyone for that matter) to provide for you. These are weak deflections to justify these people's bad judgement, choices in life or bad luck.
each state gets an allotted amount of federal funding for their Homeless Problem. The more homeless they can show on the books the more money they can receive. so if a state can show that they have 20,0000 Homeless and they get $10,000,000 for the programs they have for the homeless why would they want to end Homeless in their state when they can keep getting money for every homeless person they have. "the system is not here to stop the chaos it is here to preserve the chaos " That consultant gets payed for talking about the homeless so he is not trying to end homeless he is just trying to make people feel good about working on the homeless problem.

Living in Los Angeles I can tell you the homeless situation has gotten completely out of control. I understand and feel horrible for these homeless people as many of them are suffering from mental conditions, losing children or loved ones, and bad luck. But at the same time the vast majority of them are drug attic’s, alcoholics or simply lazy people that do not want to work. There are so many resources for them to seek help and find a job and a place to live. They just don’t want to. The problem will not be resolved it will only get worse. After 50 years of living in Los Angeles, I am so looking forward to retiring early and moving to Montana.

I've been homeless in several cities across America. LA, LV, NOLA, HAWAII. There is no single answer for homelessness. Homelessness is far too complex for one mini documentary. Some people are homeless due to severe and complex mental illnesses, while others do it for a sense of freedom, and time freedom. For instance, if you are an addict, than the homeless shelter is typically not your perfered place to stay. Most addicts prefer the streets because the shelters are all kept on strict schedules. You wake up, eat, and go to sleep at a certain time. There is no time freedom. Everyone is different. Homelessness can not, and will not ever go away, although some cities, the more liberal ones I find, are the most attractive for homelessness. People in New Orleans for instance would paint a well thought out story about how easy government money, and food was to come by in places like LA. Homelessness follows liberal government, but liberal government isn't necessarily why people are homeless. It's far too personal to each individual.
Completely agree with you homelessness is an extremely complex issue with multiple factors at Play. There are individuals with phds. there are individuals who are veterans. There are old people there are young people, there are smart people, there are disabled people both mentally and physically, and yeah there are just those that choose to be homeless for the freedom, also there are entire families who have ended up homeless because of main supporting family member has passed away or died in an accident, or they have gone through some other sort of type of financial situation where the main caregiver has lost the source of income. Not to mention any sort of welfare situation that they're getting is Never Enough and only allows for only the basic assist of services

I was homeless about 15 years ago and if there was the smallest sign that you were an addict there was no chance you were getting in the shelter.
