Jimin-ssi means Mister-Jimin (the suffix ssi after names is used to show respect). Jungkook uses it more like a tease and he doesn't uses it for all the older members, he's just playful with Jiminie.

Jungkook does it in a joking way to jimin but thats it. in one of the run bts episodes, jhope reads a poem he made which played on the similarities between the english word "seed" and korean word "ssi" to compare them to flowers. he was saying Mr. Jin, Mr. Namjoon, Mr. etc. ssi. Close friends dont call each other ssi. ssi is equivalent to the english mr, mrs, miss.

Korean use ssi after names for showing respect. Basically it is a Korean honorific used at the place of Miss, Mrs ,Mister or Master. It is mainly used amongst people of approximately equal speech level especially if the speaker is more familiar with someone.
