You dont even need to add "by the government". Mental Health is generally ignored by everyone, including doctors who tend to just throw prescriptions at their patients for a "quick fix" to the problem. It's an epidemic that has been happening for centuries but no one talks about it and even when it's a major factor in a terrible crime like this, it's swept under the rug.

@@RB-zf6he The state/government IS responsible for protecting the public by providing care and facilities for people who are a danger to themselves or others. Generally speaking, it is up to the individual and their friends and family to seek help for mental/psychological illnesses. However when people become unable to help themselves, and pose a danger to the public or themselves, then the government does have a responsibility to assist using qualified mental health experts and if needed even force to detain the dangerous or endangered individual.

@@GiDD504 This serial killer had erratic behaviour and refused to disclose his criminal records. Providing mental health status and criminal records should be made mandatory to own a weapon. Asthma and age are problems for the army but not strictly for owning a gun I guess.

Kendrick Mott That’s true, but as someone whos always been interested in true crime and serial killers its just surprising to me that i hadnt known about the two from my area until now. i had heard about the co-ed killer but i didnt know any details about where he committed his crimes.
I lived there for five years and while I heard from my husband (who'd been there since the 1980s) that there used to be a serial killer in Santa Cruz before I was born, I NEVER knew any of the details until now.
I enjoy these just as much as the Ghoul Boys
I hope that another attorney will successfully keep this guy in jail next year with no possibility of parole (even if for a while). He might be mentally ill, but that's no excuse for the amount of innocent lives he took.

Mullin is noted to have had interactions with Edmund Kemper, another serial killer active in the same area and at the same time as him; the two shared adjoining cells at one point. Kemper recalled “Well, [Mullin] had a habit of singing and bothering people when somebody tried to watch TV. So I threw water on him to shut him up. Then, when he was a good boy, I’d give him some peanuts. Herbie liked peanuts. That was effective because pretty soon he asked permission to sing. That’s called behavior modification treatment.”
