There was a reply of why the funds were held up ....it had something to do with researching or seeing if the the funds should be given ....perhaps we need to ask for some documentation on that research that was being done to see if there was something being done or checked into by the White House & the outcome that final led to the hold being lifted on the funds
.... if not then the only other reason we have that has been stated by all is investigations to be done or only announced
.....we've already heard that Congress doesn't even appropriate that money to other Countries unless corruption has already been corrected or addressed for correction by the country receiving the funds from the US
