I contacted my local hospital and asked what precautions are being taken to protect patients (extra disinfection, etc) have yet to get a reply.

The funding to the CDC wasn't actually taken. It is in a budget proposal for 2021 that targets the chronic disease department and adds more to another department around global health security. He has tried before but was overruled with bipartisan support. The CDC grant programs decline set in motion by Congress before Trump is actually a problem though.
