Copying in this case, is exactly what he's doing. Copying is when you take an old idea for yourself and don't change it at all and claim it's your own. Stealing would be like taking the idea of a parody account, and then making your own parody account that has a different theme and personality

I love the argument of "you don't get to control free speech!" Twitter is a private organization, and can do LITERALLY ANYTHING it wants with people's tweets and/or accounts. The first amendment ONLY means that the government can't punish you for things you say. Twitter, KRplus, Instagram, TikTok, etc. can do whatever they want with accounts and tweets. The only thing I actually enjoy correcting people on.
