Well actually Billy Monger, the driver who lost his legs has prosthetics indeed. But he can't actually use them on the foot pedals he uses hand controls. Basically, his steering wheel has hand pedals that let him drive. I'm not sure about now tho, I just know that's how it was a few years back when he had his come back. I think they use hand controls as they don't want your prosthetics getting caught on something like foot pedals. I think they remove them. But I'm not sure

Well in that situation you literally have no choice... the "not choosing at all" option would fall under the 1 of 2 categories: the one in which 4 people die. You're still making the same decision with the same outcome, just uselessly altering your perspective to justify it.

One has (most likely only) temporary consequences for everybody involved, Maybe 2 or so criminals might escape entirely and those are likely to be "not that bad" Another has permanent consequences for the punished and his family/dependent.
Also, if you knowingly jail an innocent person you contribute to people losing faith in our justice system, which will likely lead to a whole lot more criminals running loose (in the long run).
what about the families murdered by the criminals, there has to be one dude who got stabbed after this because of it.
What if the 100 kill the one innocent person that was supposed to be sacrifice?
