There’s a couple of potential problems with that. I can’t see how Dallas play badly enough to get near the top of the draft to get a top quarterback, and the only 2 good ones they’ve had after Aikman have been Romo and Dak who they totally lucked into. They wanted 2 others before they had to settle on Dak (Paxton Lynch and Connor Cook) now that doesn’t inspire confidence in their ability to choose and Romo was an undrafted free agent.
It's funny how entitled cowboys fans are. It's not like there's any reason for you to expect your team to be good let alone for you to think that it has to happen. Dallas is trash as a football franchise. Jerry Jones is very good at manipulating idiots and selling snake oil to credulous morons however.

How hard is it to figure out that if Dak wants 40 Million, and the Cowboys only have to pay him 31 Million this year and 38 Million next year under the tag, only guaranteed year to year, That it's best for the Cowboys just to do that unless Dak comes way down in his price?

The understanding that Kellen Moore is the upside of the future of the franchise is correct, but any NFL system requires a reasonably competent executioner at the QB position in order to be successful. If Dak signs the 5 year deal, I wonder if he can renegotiate the deal earlier. Let’s say they win a SB in his second or third year. Couldn’t they renegotiate his deal early, so Dak ends up happy? By not signing, the bad blood between Dak and Jerry won’t end well unless Dak is able to win a SB for the Cowboys. By signing the tag, Dak is forced to ball out or else. What if he has another 8-8 season? Dak is done in Dallas. Some of the QBs that played on a one year deal are free next season then you have a great draft of QBs. Also, if you’re a GM would you trust Dak enough to sign him long term? This year is Dak’s go for broke season. More things can go wrong than right this season during a pandemic. I’d rather have the safety net of guaranteed money and be able to renegotiate the deal.
