1) it's a federal highway, so of course the feds pay for repairs.
(2) of course commercial vessels carry insurance: cargo, hull and liability insurance. All avenues of recovery will be pursued. But the cleanup and new bridge planning cannot wait until insurance recovery is received.
If the vessel was owned by Trump, how much delay and denial would we see? And your contributions would pay for the denials and delays. "That's my ship. The crooked dems are only suing my ship because I'm running for president".

Given the size of the annual gasoline taxes, this new bridge is a tiny problem.
