Here's a rough stab at translating the rules:
1) When a member's name is called out, everyone else freezes in position.
2) The named member tries to move the other members from their position. Anyone who's moved gets a penalty.
3) The member with the most penalties receives a punishment(?).
As you can see, they quickly decide to ignore the "freeze in position" part of rule 1 and drop to the floor when someone's name is called. 😂
