She's still not as effective as the queen. She jumps ahead and takes a lot of damage. She'll always be the first to fall if you just dump all your troops. She's good at taking out some major defenses and distracting them.

Royal Champion seems stronger than Archer Queen but with ability and level different then the power they dealt varies against. It does big changes in defense I believe

You want to compare a cv8 hero lv 1 and a cv9 hero lv 1 with a cv 13 hero lv 1. You must compare them at the max level.

You can not compare a level 1 townhall 13 hero to a hero you can get at townhall 8, you have to compare them at max level :)
