You have reasonable time to get to the ball, then 10 seconds. If it hasn't dropped by then, "the ball is considered to be at rest" - this is why the "but it was still moving" argument never stands. So if it then falls, you should replace the ball and play the stroke, or just take the one stroke penalty.
