Basically, the repeal of net neutrality has allowed ISPs to charge as much as they want for certain services. In a business environment, however, it only makes sense to charge more if your service is actually better than the competition, or your customers will simply switch to them. Since the repeal not much has changed in the way of new infrastructure. You can expect price hikes when there is a change in infrastructure, which allows one provider to provider better services than the others. Furthermore, should all prevalent ISPs collectively decide on usage-based pricing, then that would also result in price hikes, as startups without infrastructure cannot provide a cheaper alternative. But that requires cartel-like behavior by the big ISPs and that at least hasn't happened yet.

Remember the “information superhighway” and “al gore created the internet” stuff of the 90’s? Yeah, the ISPs use it and barely invest in it. Notice how during quarantine we didn’t run out of bandwidth or anything? Because they can just flip on more fiber when needed. We’re not overwhelming the infrastructure yet... only players like google are keeping Comcast and their cronies under control because they’ll threaten to fuck their shit up. They’re charging way more than the rest of the world and getting away with it right now.
