If I understand correctly, the federal government just gave millions of masks etc. (which had to have been paid for with taxpayer dollars) to the private sector who will now sell them to the highest bidding state or possibly foreign government. Meanwhile, tRump is upset that the governors aren't thanking him enough.
And the failed federal response continues....... sad.
Meaanwhile, South Korea has CV-19 contained and they got hit the same day we did. The difference is one country has normal leadership, we have a Republican Kakistocracy in the White House.

Right ! Massive Bulk orders bring the unit price DOWN Exponentially! If masks were originally selling at 79 cents per, a Massive order from the government should bring it down to like 15 cents per unit (especially if the government subsidizes the materials, or bulids/refits factories, etc..)

Protecting the commerical interests of medical equipment makers is clearly more important than saving lives. If you're surprised to discover this, you haven't been paying attention for the last 3 1/2 years.
