In 2009, the H1N1 outbreak hit the United States, leading to 274,304 hospitalizations, 12,469 deaths, and a depletion of N95 respirator masks. Obama administration choose not to replenish stock. In 2015, a study was provided to Cuomo that in a worst case situation 16000 respirators would be required. In the first situation, Trump had 2 years to correct the situation, in the second situation Cuomo had time to correct the situation. I sure hope the Whistle blowers are non-partisan. As far as this IG is concerned, I certainly don't get the feeling that he was squeaky clean. Perhaps he should have seen this coming after Trump was cleared?

The form itself does not dictate the rules, and the version of the form prior to the change *did not* reflect the actual rules on whether or not the ICIG accepted second-hand information. Moreover, the whistleblower's complaint included a combination of first-hand and second-hand information.

Jumichul As far as the watching world is concerned, your officials followed the rules and laws related to their job - if a whistleblower or someone raising such concerns and issues as was raised at the time presents themselves, you are obligated to act on them in a free and functioning democracy, as this gentleman in question did. This isn’t a Left or Right issue, but a question of The Law, such as it is. When your president sacks and attacks any such official who acts as their role demands, what kind of chilling, undemocratic stance is that to take? Why would you support a political agenda against servants of The State, who serve The Country first, not an individual president?
