Alhough the Capitol Police were overwhelmed at first, they were able to prevent hostages taking and mass bloodshed.

It takes time, and maybe the authorities are waiting for names to be given up. It's not so easy, even with facial recognition technology, if people are first-time offenders, along for the excitement without thinking it through. Well, to be fair, one of the ideals of our government has been its accessibility and the hallmark of a nation that was peaceful enough to not require a ring of armed guards.
