Actually they do. It was sometime after Roosevelt won his forth election that congress passed a two term limit for president. Obama would have run again if not for that. When Clinton left office he had the highest approval rating of any president, if he could have run again he would have.

Question: As a high school/college student you attend a homecoming pep rally. The principal/coach/etc. gets everyon excited and encourages them to go to the game. A group oc students get into a big fight with the opposing school. Do we blame the speaker from the pep rally, or do we blame the students who made the stupid choices?
I wonder: Since his incitement to insurrection is the specific incident from which his potentially second impeachment proceedings spring, could the "effective temporal locus of impeachment" (for lack of a better term) be made retro-active, to begin on the day and date of that "inciting incident"?
That could mean that any pardoning by Trump (including to himself) given after that beginning date would be rendered invalid. I just wonder if that is a possibility, or if such a situation as the one we have now with Trump, has ever been explored from a Constitutional law standpoint.

His pardoning of all his guys was retroactive to when they got convicted, so changing the date of anything illegal he does would be useless, wouldn't it? 16 years from now he could still get a pardon, heaven forbid. But the pardon can only be for federal crimes, but the federal punishment would no doubt be stiffer than the states'. I want him in prison for the rest of his life, with no social media access, no way to send anything out. Evil Traitor.

I think you misunderstand; In this case the "retroactivity" of the "effective impeachment", and the associated negating of pardon power legality after the fact, would both go back to the date of the speech made which was intended to incite the riot, whereby any pardon(s) issued after that speech date would be rendered invalid.
I think that might clear up my initial text.
