Franklin was writing about a tax dispute. The real meaning is probably quite close to the opposite of what you think it is, which makes it quite funny when people post it thinking it is some kind of rallying cry for freedom.
He was arguing in favour of a legislature having the right to collect taxes from private landholders. The landholders were claiming they had a right to security from taxation. The word "purchase" was literal as he was condemming people trying to purchase security from being taxed through shady bribes and backroom deals. Franklin's stance was that the fucntionality of the democratic legislature meant liberty and that allowing large landowning family compacts to buy their way out of taxation was antithetical to that.
