honestly, i feel like this is how each of the four nations counter each other:
weaving counters boxing (because you can very easily dodge a punch)
shooting counters weaving (because you can dodge these hands but you can't dodge these bullets)
sneaking counters shooting (because you can't shoot what you can't see)
and boxing counters sneaking (because you can't exactly sneak around against a boxer)

That is indeed an interesting speculation, but unfortunately, the concept of elements countering each other doesn't necessarily belong; at least not originally.
Being a counter doesn't equate to being an opposite, which is what the elements are to each other. Countering implies a movement of force in a single direction, which means that the counter to something irrefutably wins over what it counters. In contrast, opposites cancel each other out in duality, meaning there exist two directions of force that each travel directly towards one another.
So, since each element has only one opposite, they're paired up to always balance each other out. That balance is disturbed when one of the two elements overpowers the other. Thus, there wouldn't be a counter chain that goes in a cyclic sequence with all four elements.
It would look more like this: boxing and weaving are elemental opposites, as are sneaking and shooting. The former seems a little self-explanatory because in a fist fight, one must weave better than the opposing boxing in order to overcome it just as one must overpower weaving with better boxing. Similarly for the latter, superior shooting overcomes inferior sneaking; likewise, stronger sneaking outperforms weaker shooting.
That's just my input on the matter.
