As someone who use to be a tyre fitter. No this is not a permanent fix and do not do this as a permanent fix. Things like these are designed to get you out of trouble until you can get to a tyre shop and get a permanent fix done, a permanent fix is done with a what is nicknamed a mushroom plug (I can't remember the proper name for it), the plug is pulled through from the inside of the tyre, the stem comes through the hole and the head covers the area around the puncture from the inside.
False advertisement this is not a permanent puncture repair , a permanent puncture repair involves removing the tyre from the rim and patching the puncture from the inside.
I saw my father in law do this to my tire on my TallHoe, looked like he was enjoying it, then a couple of weeks later the tire looked impregnated. Had to change the tire before it gave birth to this method
