exaclty it's really that simple. Being a police officer should give you harsher sentence than a regular person but for seem reason it seems to be the exact opposite.

We need reform overall. We need police officers to be mentally evaluated before we give them a gun. We need multiple years of training at the academy. There's no reason why i can earn a culinary degree faster than i can get through the academy. We should also have harsher punishments for police officers.

That's not how insurance works. Insurance agent here: Property damage caused by riots is a covered cause of loss on even the most BASIC property insurance policies. There's also coverage for civil commotion. It's not a coverage you add on to your business insurance, it's built in pretty much most business owner property policies.
By state law (depends on the state usually) insurance carriers are required to have enough assets and funds to pay out should their entire book of business take a hit. Insurance companies are rated by their financials and are given a credit rating based on their ability to pay out should every single client they insure files an insurable claim.
Now given that, a lot of these business likely don't have insurance, are underinsured, or improperly insured. Most business who have purchased insurance are knowledgeable about this as even a 2nd rate insurance agent should have the know how to advise which carriers are more financially stable.
What usually occurs when a claim gets denied is due to false or misrepresented information. Like for example, if a business owner tell the insurance carrier their business has a fire alarm and burglar alarm, but come time to file the claim the insurance carrier discovers your business never had WORKING/EXISTING alarms, well they aren't going pay out because the business owner lied on the application.

WUnderful I said a lot of businesses (ie mom and pop shops) will not have business insurance. Moreover, insurance companies do everything in their power to NOT pay out. If they paid out FULL every claim, they wouldn’t make much money would they? Just ask anyone who had to deal with a car insurance company.

As far as insurance companies go, I would love to live in your world where all businesses are both covered by insurance, and the insurance follows through and actually makes the payments. Insurance companies exist to make a profit, and they will exploit any and all possible loopholes not to pay. Finally, people are getting hurt and killed as a result of the rioting, so to say that it is only a matter of property loss is incorrect.

Have you considered some die before or shortly after taking their first breath?
