I think the zoo level might be a paradox. If google is to be believed, there are 2 major definitions for "zoo", the first we all know and love:
"an establishment which maintains a collection of wild animals, typically in a park or gardens, for study, conservation, or display to the public.".
The second? Well, it's:
"a situation characterized by confusion and disorder."
That's the paradox, in finding the zoo level, and in particular failing to find a zoo level creates the zoo, you are the zoo level. The zoo level only exists when it doesn't, and discovering the zoo level causes it to cease to be.

I have an Oculus Quest. I bought the game, put my headset into developer mode, turned off the guardian boundary. Then I found a big room and went after the yellow and black cartridge on the floor that normally can't be reached. It scurried away from me like a rat.

There's always the possibility that the zoo level isn't a part of the base game, Payday 2 had a secret ending and upon completion it triggers a 2gb update for the game itself adding extra content as a reward. A similar system might be in play here. You can't find the zoo level files as they might not be there until you figure it out, In which they automatically download and install themselves.

Matt, if you look above in the clown level, there is a pipe where an animal slides through in the first second. You have to break that pipe. Everything in that room is trying to distract you, that's why the clown is so hyped

What if it’s an independent download? You’ve had to interact with websites to get the clues, you might have to do the same for the zoo level.

MattPatt, try searching for bars. Specifically iron bars. You're not supposed to be looking for a zoo. The "zoo" is where you place some familiar animals(The Gang) after they got arrested. It's a prison or jail.
Play the xylobone with Save the animals.mp3. Ignore the animal sounds and play the specific notes of the song.
I think the frog in the car chase is the one we should be trying to save. After all, it's in the song. The frog is the clue.

Perhaps the zoolevel isn't in the game itself, but somewhere in the internet. Not putting the level in the game would be pretty smart of you don't want anybody to find it in the source code.

Yeah, that would be smart. Binding of Isaac made that mistake when they tried to turn The Lost into an ARG. Peeps were getting pretty far too, but then some wet fart cracked the source files and just posted all the pieces at once. It bummed out the peeps doing it properly at the time, too.

Correct me if I'm wrong, and if you still didn't understand, my attempt of explanation is: You could've missed something because the game designers hadn't created it yet. Or you are just to quick to solve their mystery and decided to scrap it and tease the rest of the community.

That can easily be tested by searching the game's code for anything that hints at this being a features, like importing certain libraries that are used for communications over the internet or a suspecious address of some sort...

On the H3H3 podcast with Justin Roiland, Justin does say that the zoo level exists and the creators went out of their way to make sure you couldn't just go through the data to find the level.
Do you remember which podcast this was with him and roughly what part it was? I went looking and there's three podcasts with him and they're all very long.

Yeah, the zoo level is the entirety of the ARG imo. The whole thing is crazy and driving everyone crazy, merging our world and the VR world together, keeping you playing the game even when youre not. A deeper “level” of VR than the deepest one in the game because it made our world the next level. You’ve been playing the secret level all along and it started since you heard about it. That’s what I get from all of this. The joke was the “level”

It is possible that the Zoo Level doesn`t exist, BUT its also possible that an update will come when the mystery is solved. EG. of what i mean is The binding of issac : afterbirth, there the players had to solve a huge mystery even including a reall world tresure hunt without knowing the prize after that we got an update with a new character (still had to figure out how to unlock him in game tho). it mighut be like this here too.

"Zoo" is sometimes used to describe something that's crazy or a mess, right? So maybe the zoo level is the chaos of searching for it. Rather than being a literal level it's a self imposed level.
I don't know how common this is, but when I was a kid I made up levels within levels of Super Mario World. Things like making a shell bounce between two pipes and seeing how many times I can jump over said shell before it hits me or time runs out (I called this "deadly jump rope") became a new level for me to play when I needed a break from whatever real level I was stuck on.
So the zoo level would be special because it gets players to set goals and complete tasks that they wouldn't normally do.

I tried to go up to the secret zoo level case by the basketball hoop on my Oculus quest, and for some reason it flew back! I'm still trying to find a giant room to go behind the case before it flings backwards.
Actually, just because there are no assets/code for that level in the game files does not mean the level does not exists. In theory they could dynamically download all resources from a server, compile and use them only when a certain event is triggered. And even finding the code responsible for downloading and compiling the resources could be really hard to find since it would take only one line of code but could also be created very verbose, hidden in hundreds of different classes and the different instructions do not make sense by themselves (or do something completely different), but with the correct control code hidden somewhere else it suddenly makes sense. Until someone has inspected every single line of code, nobody can really say that the level is not there.
There are lots of ways to do that. It is not even necessary to use any assets in the first place. They can be hardcoded in the game (unlikely because this takes a lot of effort and usually looks horrible but it is possible).

An add on, what is the title accounting *+* what symbol do you use to add on? a plus sign (+), notice how the cartridge taunts players outside of players reach *out of bounds* what if you go out of bounds in the water park, or out of bounds on said add-on / dlc, an add-on is also new content new stuff to *explore* so exploring the out of bounds of such addons would give us the answer

the zoo level files dont actually have to be in the game. They could be hidden somewhere on the internet as a package that can be downloaded. Either manually by the player, like a mod. Or, automatically from a CDN or some other remote asset hosting service.
The intros of this and the last theory on this game really remind me of this weird VR game I watched a playthrough of a long time ago...unless that was some kind of fever dream...

Personally I don’t think it exists. What makes me so sure, is the fact that they’re so adamant about it.
The creators are tricksters by nature in my opinion, and if there was a zoo level they would adamantly insist there wasn’t one.

Interesting how in the midst of this Zoo Level crisis, Crows Crows Crows is creating Stanley Parable 2, (which is at the very least additional game content paired with the original game). Here's where things could get interesting: PERHAPS the Zoo Level isn't even in the Accounting+ game, but in another game entirely, the game that started it all: The Stanley Parable. What if the zoo level has been in Stanley Parable the entire time? And maybe this new update coming sometime this year is in fact the way to see it? Or at the very least, the update includes the Zoo Level itself, hiding in a place no one would think to look.
Unfortunately, I know for a fact that the Zoo Level is not in The Stanley Parable in its current state, but I like your theory of it being in the new version.

I think the devs of accounting+ are doing the same thing rockstar did in gta v: they put clues pointing to a secret in the game, in gta case was the jetpack; the players create communities to solve the mystery and soon the curiosity becomes an obsession, and people start making lots of conspiracy theories around the mystery, desperately trying to find something that never was in the game and, after several years after the game's release, the devs finally add the so desired secret as a dlc!

I mean, the binding of isaac did it in the past, the zoo level isn't there *yet*. When the developers realize someone found the zoo level the level will become available. Maybe the level isn't in accounting! maybe the level appears in a different game! Frog fractions has done it in the past where the second game was hidden in an entirely different game. What Im saying is, the zoo level might exist, you just haven't found the right key to unlocking it, "unlocking it" meaning, discovering where it is or making the devs drop the level into the game.

Dude that's what we mean ... You gotta FIND the download link. I'm came here just to say that but seen this comment. What if there is a final point that leads to a website. Try to find a domain that has been purchased by literally anyone in the company that requires a login and password and it may take you to a download file and even then they can shut it down after a certain amount of downloads.

Maybe the zoo level is the entire game itself. Because in a zoo you go to see strange and diffrent animals. In accounting+ there are many diffrent strange creatures and people.

If they did that, people could copy and paste the link anywhere and then anyone would be able to access it, without buying the game.

What if the zoo level is like the museum in The Stanley Parable? An organized area that shows you info about the game. It could be put together completely from reused assets and audio, organized to let you look at the characters in a “zoo.” Adding the Waterpark level would hide any shady assets that could only exist in the supposed “Zoo level.” Highly unlikely, but an incredibly slim possibility.

This will probably be debunked, but what if the zoo level is a mashup of the other levels? This might explain why there's no new things, you wouldn't need to add new features if you're just recycling features from the other levels. It also might show why it's called the zoo level - like a zoo, it's a collection of things (like animals) from different places?

I'm thinking of the museum from Modern Warfare 2 where there's just a bunch of the games major moments on display only it's a zoo so it's the characters on display, saying their usual lines, stuck in cages of existing assets for you to wander around

As someone who is currently learning 3D animation I want to disagree and say that you would still need some new models for the level, like cages and stuff, as new models need to be first CREATED as new models in order to be put into the game, yet I'm totally on the same idea as you in regard of reused assets. What I mean is that nothing is stopping the creators from just taking old models from official levels and randomly throw them into a new level area and reusing existing textures and animation keys for them. Heck, they might even reuse voice lines and audio files too, like game designers did in the good old days. MatPat did mention after all that there are two strange level files that doesn't seem to match any of the already existing 14 (15?) levels, so one of them could be the Zoo level, made up entirely of already existing materials.
It would be strange tho for the creators to do something this lazy and stupid, but in a game that literally lacks any logic that would not be so much out of place. Especially if the so called Zoo level isn't a literal zoo, but rather some kind of randomly generated game area with randomly generated models and audio tracks all made up from stuff that are officially already in the game.
