Does the government really need mercenaries? Even if it were so they could theoretically deny involvement, why, in that case, would they be American? There's a lot about this that doesn't seem right.
Hiring mercenaries allows the government to say "well it isn't us."
We saw a bunch of that in Syria by both the USA and Russia. It allows them to try to deny accountability.

Here it seems almost like they're purposefully implicating themselves. Even if the US denies involvement, it's still American citizens involved in an international incident. That's not just going to go away.
