If doing brows first u can use translucent powder to mattify them I do that or the elf brow lift and set it with translucent powder I use to use eyelash glue

I use lighter concealer for a more highlighted look under the eyes. I don’t like my brows to be too highlighted

You can use 1 concealer if you want. I just prefer to use multiple so I can get the highlighted effect under my eyes
