No, that's not the same logic at all.
They're analyzing the specific passes in a vacuum, regardless of outcome.
So, in their analysis the perfectly thrown pass that bounced off the receiver's hands and was intercepted would not count against the qb, whereas the pass that was thrown directly into the hands of the cornerback before being dropped WOULD count against the qb.
If you were to just look at outcomes, you'd think the qb who threw the perfect pass pick performed worse than the qb who threw the horrible pass directly to the defense but lucked out with a drop.

Well there are plenty of plays where a receiver makes the qb look good when in reality it was a bad throw. Edelman did that on that miracle catch against Atlanta. Wasnt a great throw, but it was complete. I'm sure Mahomes does have a few throws where it was risky, and his receivers didnt let him down. Now, I wouldnt rank him sixth... at worst hes #2 behind only Brady.

Normal QB are not supposed to take risky throw, but the trully great one will make their living out of it at times.

I think there is an argument to be made for Brady to be #1, but I wouldnt be mad to see Mahomes there. As a Pat's fan, Mahomes should be no lower than 2 at worst, and there are plenty of arguments for him to be at #1.

And as skip said no interceptions or balls that could be intercepted or any fumbles. Patrick mahomes has a beast of an arm but yet again you have to see that their offense is basically run around him throwing the ball so ofc his numbers will be inflated while also have balls that could be intercepted (its a dumb stat butill go off of what PFF is doing) and he has 3 ugly fumbles. But I think they are very close.
