Growing up I had a friend whose family heritage came directly from Tulsa. And his relatives survived that time.
Didn’t really understand until years later what that meant.

I didn’t say anything about race. I didn’t even place blame. I said nothing about whiteness. I said nothing about blackness. I’m asking about the concept of GENERATIONAL WEALTH.

Let’s say one of the business owners was able to send their grandson to college without student loans....you can imagine how helpful that would be can’t you?...Regardless of race.
The Black community in Tulsa was able to beat every stereotype that Black people are dumb, lazy and stupid....and I won’t say what race so you’re not triggered, buuuuttt a group of people came in and burned it to the ground to make SURE the WEALTH could not be passed down.
Hence the want for reparations to recover the GENERATIONAL WEALTH that was lost. They were black millionaires in the making.....that’s what they burned. They should be owed. The 107 year old lady said she can’t even afford her day to day.................her family was building wealth and it was stolen. Had her family been able to continue living and running their town, I’m sure she’s be able to eat comfortably. Even if she decided to squander it away, that choice was stolen from her.
The other places you listed are having race issues as we speak, dude. The George Floyd riots sparked all kinds of a racial unrest across the globe.......so bad examples. White is terrified it will no longer reign supreme. Point Blank. Period. The fear is showing and everyone across the globe is feeling it as we watch the Western European empire fall.
Please, please, please stop trying to make it seem like black people are the one perpetuating the race issue. Again, I didn’t even bring race UP!!! We would like to be left alone and mind our friggin business. Literally. INJUSTICE is not to be honored, it is to be acknowledged.....honoring the Tulsa Massacre is a "commemoration" not an anniversary.....the laughter and giggles do not play well.....there is a lot to simply get correct and factual whether we (USA) like it or not.
The timing is odd. Tulsa Race Massacre was May 31-June 1st. I'd like to think it's more fitting to release a video on the day of the tragedy.

If you kill someone 1 year ago, 10 years ago or even 1000 years ago and if you’re still alive you can still be charged with murder. This is common knowledge and you can do a simple Google search per a states , providence and county on statue of limitations laws when it comes to murder.
Wikipedia have a good summary of the facts leading up to this sad massacre, even including a few facts that aren't seen well through the lens of history.

Every human will get justice on that day of accountability and it will not matter whether the injustices that were committed onto them were within their country's constitution. Because you know here on earth politicians put their repressive interests into their country's constitutions to cover up or legitimize their injustices or bad practices.
That's why whenever they commit the injustices they say "it is within the constitution" which constitutions are tailored to suit them. For example; there was a law put in one country's constitution back in the day where "you were only allowed to vote if your grand parents voted" and this was aimed at excluding a certain group people and denying them a right to vote.
In another example in another country; there were some Govt officials who were dealing in human organs trafficking and as you know this involves kidnapping and killing of innocent people even in hospitals. This is illegal even under the international law but since they were the ones in power no one could charge them in their country's courts of Law. But When the ICC closed in on them, the cabinet members scrambled to fix laws into the country's constitution so that their bad practices are legitimized in order for them not to be charged for their crimes by the ICC.
In another case again in another country, security officials shot and killed dozens of opposition protesters and claimed that they were protecting them from contracting Covid 19 and even up-to-date there hasn't been any accountability for the killings.
You may never ever get Justice here on earth BUT every human will eventually get Justice before their Creator no matter whether the injustices that were committed onto them were within their Countries' Constitutions because The Creator will judge mankind using His laws/Regulations (Sacred Holy Books) He sent unto them through His messengers. And remember that The Creator is The Most Just.
