When the set pressure is met, the force against the tyre sidewall is released and the tyre bead seats against the rim. Some air is released when the bead seats, as you can see in the video. Toyota and VW in partnership? I was the T&W guy for Saturn taking over for Bill Z. way back in '95. I also worked on the one in Shreveport, LA as well as the one over at Comprehensive Logistics, Inc. At Saturn, the original balancer was a static balancer, which got replaced by a Schenck-Turner POS. Schenck-Turner eventually got black-balled from GM for a number of years, and I am happy to say that I had a fairly large role in that. :) Shreveport had a Micro-poise balancer. Not a bad balancer, just be sure to not try to balance a deflated tire. Otherwise it will spin the tire on the rim and let loose with a ton of smoke (and ruin the tire and wheel in the process).
