Yeah, sure they monitor traffic but the whole point of them is the reason that they’re monitoring traffic is so when it detects flashing lights headed towards the camera those lights turn green and the opposing lights turn red for emergency vehicles. And also I guess like new car self driving technology studies.

I remember one of those ticket lights being put up near my house as a kid. It would take a photo anytime somebody ran the red light and cause a giant flash everytime that blinded everybody at the intersection. It would also take your picture going right at the red light and youd still get ticketed for it. It didnt last very long. Although I remember my sister getting several tickets sent to the mailbox with the picture of her driving straught through the red light. 😂

Here in Canada we have some photocells that turn the light green for oncoming emergency services. Some of them take forever to change though so if traffic is light I usually flash my high beams and the light turns right away 😂

However in some places those cameras are used to actively track the locations of people like in China so they can make it easier for the authorities to track you if you have a warrant for your arrest. Also in some other places those cameras are used with AI to ticket people for illegally using their phones while driving however those photos are still manually reviewed and verified by human traffic officers before sending out tickets.
