I think Matt Ryan could be an upgrade if he doesn’t turn the ball over while effectively managing the offense, but time will tell I would personally be surprised if the colts don’t make the playoffs or even win the division.

In Mike's defense, he didn't study the playbook or put as much effort in his game as he should have early in his career (he admitted that). When he came to Philly he changed and was beating good teams more often with his arm, even though he was still a running threat and had some of his record rushing stats (not yards though).
Lamar Jackson in his MVP season did more than just break Vick's QB rushing yard record, he lead the league in passing TDs. He may have lost in the playoffs getting trapped by the Titans, but he's continued to get better with his arm, showing he's more than just a running threat. Running will however always be a part of his game.
Kyler Murray also doesn't really read the playbook according to reports. Still that doesn't take away from his raw talent. He has an excellent deep ball, and you can see what makes him a top QB on that now iconic throw to D-Hops vs Buffalo in triple coverage on the run out of the pocket. Murray has beaten good teams with good defenses. His problem is when he gets injured he's doesn't come back the same the second half of the season. If it's true about him not reading the playbook, then that's all he needs to do in addition to staying healthy to roam with the elite.
Running QBs are not to be discriminated. Russell Wilson won a SB, while being a running threat. He may not run as much since his injury, but nonetheless he was still a scrambler and running threat. Collin Kaepernick (whether anyone wants to acknowledge it or not) lead the 49ers to the Superbowl and came close to a comeback win.
Lamar having basically only his TEs to throw too he hasn't been set up for throwing success, but we'll always have it noted he still lead the league in TD passes. Time will tell if he will ever have a ring.
